In the european union : Ireland, United Kingdom, Sweden, Finland, Estonia, Lettonia, Lituania, Poland, Germany, The Netherlands, Belgium, Luxemburg, France, Spain, Portugal, Malta, Italy, Greece, Romania, Bulgaria, Slovenia, Austria, Czek republic, Slovaquia, Cyprus, Hungary, Denmark.
Are asociated to the european comunity : Andorra, Monaco, and San Marino.
Other states in Europe that does not below to the European Union are : Iceland, Norway, Switzerland, Liechtenstein, Serbia, Montenegro, Bosnia herzegovina, Albania, Croacia, Macedoine, Moldavia, Ukrania, Belarus, Russia, Georgia, Armenia and Vatican.

you guys, you're confused about what a "state" is... A state is just another word for a country or a nation... The EU has member states, European countries all have a "Head of State", etc etc. just click on the link in my source and see for yourself that the European Union calls its members "states" and this isn't just for EU members and it doesn't mean the EU is like the USA...

Europe has countries, and some of the countries have states, some have other divisions.
You best search for countries Europe.
I bet that wikipedia has a complete list.
