I would assume Mark Henry since he is billed as "The Worlds' Strongest Man" but the WWE has done nothing to promote this. What Henry needs are vignetes (segments) where he shows off his strength and he needs to quit being fed to the likes of the Undertaker. The Worlds' Strongest Man shouldn't be losing matches left and right.
The Great Khali also makes a decent monster heel. He has impressed me the past two weeks by actually selling in his matches.
If I had to choose one to be the toughest monster heel in the WWE, I would have to go with Mark Henry (if the WWE begins booking to this guys' strengths).
