The above answers are correct in saying hot opens pores and cold closes them. However, this process is very damaging for your skin. You are basically putting your skin into shock. Persistent wear and tear like this for your skin can lead to sensitized skin, dehydration, and broken capillaries. Try using a temperature water close to the the ambient room temperature. Dry your skin off and then spritz your skin with a hydrating toner, this will even out the PH level on your skin and help your skin to create it's protective layer which is removed during cleansing.

You know how, during hot weather, when you get out of the tub (or shower) and dry yourself off, you immediately break out in a sweat? Don't you hate that?
Finishing off with cold water keeps that from happening.
