Well first of all there's two problems with the technical implications.
One, it's highly unlikely a person can get an IP address from AIM. In fact, to my knowledge, it's impossible(If it is possible, it would require more computer knowledge than using a simple IP tracing tool, because AIM simply doesn't transmit signals directly like IRC does, it goes through a server first).
Two, even if she did have his IP address and sent it to the police, it would be useless. You can find out a general area of where someone is by an IP address and especially by an ISP mask, but IP addresses change so much that you wouldn't be able to get a specific location by the time they looked at it.
Also, it's not illegal. The person was probably under the impression that your friend was over 18. In that case it would be illegal. However, minors who are together under the age of consent are at total liberty to participate in any consensual sexual activity.

If it has been 4 weeks and nothing has happened, it was probably just someone messing with him. The laws probably very in different states, but in general I think they need more evidence than "any girl 12-13 wanna cyber" to prosecute someone.
