A good way to get the value of a signed piece is to go to a dealer that offers works by the same artist. There is a secondary market valuation for every notable work published. Most dealers will be able to tell you the value if you bring it to them to look at.

Capalady gave you a good answer. Keep in mind when you find the artist and get some prices, that doesn't mean you will get that for the work you are selling. (I'm assuming you are selling) Because people who are buying on speculation will normally offer you about 1/2 of the value. If you find it has a good resale value you can (1) contact some galleries and see if they are buying that particular artist or (2) taking on commission. (3) and if it is a popular piece ebay is always an option.
