I was thinking tile (super cheap bathroom tile) or you could get small molds and fill them with the stuff you make stepping stones with. Since the final appearance doesn't matter you can buy a small bag of quickcrete instead of the finer grained stepping stone mix. Look around for an appropriate mold; if they don't have something in the stepping stone section of the craft store look in the cake decorating aisle and get something made to bake mini loaves in. It'd be like making a teeny brick. You could make it just as think as you'd want.

How about a tile? Or, you could wrap a heavy magnet with foam, or you could cover a small stone.

You could make a square muslin bag and fill it with rice, then cover it with your fabric. .
