Either he's secure in your relationship or is trying to push you off. If you don't understand what he means, it's time to be straight and just ask him.

Have you been sticking to him so close that he's afraid you've become a parasitic twin? If that's the case he's telling you to spend some time with friends to give him some breathing space. I realize that part of being a couple is pushing some of those close to you back a bit but if you've focused everything on him he may feel a bit restrained. Let there be spaces in your togetherness.
Have you shown yourself to be very high maintenance? If so his hope may be that he can soft and silently slip away. If you get involved with your friends heavily it takes pressure off him.
Or from the way you phrase it "he says you can" is this a relationship where you need to ask permission to do anything? Never saw the point in that myself.

It means he is controlling and by saying this you are supposed to feel like he is being sooo nice and wonderful to you because he is letting you contact old friends. RUN AWAY FAST. the last thing ANYONE needs a controlling partner in any relationship!

He's trying to set it up so that he can contact "an old friend" that he just met. It's a set up. Don't fall for it. Either that, or he wants to get rid of you.

so just out of the blue he looks at you and says "you can contact old friends". is because you didn't think that you were able to do that and he wanted to let you know that it is possible and to do it? do you want to contact your old friends?

It could mean that he doesn't care, because he is contacting his old friends. Or it could mean...he is secure within himself and have no worries.
