I believe what you are asking is do thoughts cause feelings or do feelings cause thoughts? The mother of every feeling is a thought, althought some people are so overwhelmed with their feelings they can miss the preceeding thought altogether. Feelings are a response to something, usually our thinking. If you change your self talk, which is another form of thinking, you can change how you feel.

Most often, we think how we feel.

In exceptional cases, we feel how we think, mainly on unknown things / matters / issues.
