Bush doesn't think Mandela is dead.

He was making a rather poor explanation for why there hasn't been a democratic leader uniting Iraq like Mandela did, and it's because Hussein killed people like that

to answer your question, he sure wishes Noam Chomsky was dead. I should add that Hugo Chavez, when he recommended a Chomsky book at the UN, made the gaffe of saying the author had unfortunately passed away
