If you have a Recovery CD, it will put the computer back in the same shape it was in when you got it. Please note that this is different than a Windows CD. Surely you have seen the questions like "I reinstalled Windows, now my (Sound, network, USB ports) don't work anymore." That's what you get with a Windows CD. But sometimes, that's all you got.

You mean reload everything. If you bought the PC from a mainstream place like Best Buy you probably have one of the standard brands , HP/Compaq, Gateway there will be a restore CD/DVD for you to use. Back your data up, you will loose data if you don't because it will probably format the drive. Also if it's an HP and it's fairly new you can hit "F11" when you first turn the computer on and it will go into a restore mode. I've seen Gateways have the same function. Some Dells are CRTL+F11 or a restore CD according the options chosen when you purchased. Best Buy will also do it for a fee and if you have none of the above options it is worth money if they know what they are doing (our best buy guys don't have a lick of sense)
