Are you sure there is not a small fan mounted on the motherboard? It would be pointing at a block of copper or aluminum with lots of fins. Under the block is your CPU.
Anyway, there are some PC's with no fans at all. Typically they have very low heat dissipation, and are valued by people who hate noise.
If your computer is working fine, you need not add any fans.

Its 2.2Ghz Celeron draws about 35W. Processor needs a fan to blow or suck the heat away. In many laptops, a thick copper strip sits on top of the processor. Heat is conducted to that strip to rows of copperfins that are cooled by a fan or blower. So, in many cases, you won't find the cpu cooler on top but instead a few inches away from the processor.

If that is the way it came they thought about it. There is usually one in the power supply and most of the time there will be one on the processor or in the rear of the case to cool the processor. If your computer is locking up, the install a fan if not, don't worry about it.

yes a pc needs a proccessor fan to keep it cool so it does not overheat. also you need a second fan that keeps your whole system cool. if your system overheats it will autoshutdown.
also what it could be, if your pc is new, you may have the newer liquid cooling for your pc. if thats the case, no fans are not required.

yes you need fans tell gateway they will replace your computer with a new one with fans the one you got must be defective
ps there put all you files on the computer you have now and put them to your new computer
