The intent is justified, the outcome of the action is ultimately what the world judges you by.

To answer your question directly. Yes, any action is justifiable by a valid intent. Any outcome is not.

NO, the end does not justify the means. Not all good intentions breed good will so we need to make sure that our actions are aligned with the universal values of truth, goodness and honesty.
