Look in the little ads in the local newspaper for someone offering to make cloths. Or google for -name of your town/county/area - dress making - sewing - and other words to do with making clothes.
If you do not find someone near you, go on to the next town, then the Big Town in the state, and so on.
Some countries have many people home sewing for others, in other countries you can not find any at all, (but they do exist, if rare.)

How much you pay depend on who you find.
They will set a price based on what you ask and their experience.
Mostly it is more expensive than buying ready-made clothes, but some people like to do it and will charge no more than minimum wages.
But you will still have to pay for fabric, thread and other extras and if you haven't got a good pattern also the making of the pattern.

If you join a sewing class you might learn to make your own clothes from your own designs, but that can take a long time.
It is professional level where they teach you how to change basic patterns to fit your own designs.

I used to charge $300.00 plus materials for a prom gown, $150.00 for a street dress, plus $30.00 per piece. It may be more cost effective for you to do your own sewing.
