It's called Rheum and it's from an organ called plica semilunaris. It's there to clean your eye. It coats any debris thats found on your cornea, then your eyelids sweep it to the outer edges.

those are dirt accumulated during the day... be careful when rubbing ur eyes with it.. it may damage ur eyes.. its best to wash them off with water and not with ur hands...
