U. S Constitution, Article II, says the following:
"No person except a natural born citizen, or a citizen of the United States, at the time of the adoption of this Constitution, shall be eligible to the office of President; neither shall any person be eligible to that office who shall not have attained to the age of thirty five years, and been fourteen Years a resident within the United States."
So, since no one is still alive who was there at the time of the adoption of the constitution, the President has to be a natural born citizen and at least 35 years old. And it would take a Constitutional Amendment to change that, not just a change of a law.
Makes one wonder how George W. became president, since I do believe he was born on Mars.

I did hear that they were looking into changing the law because yes, you have to be born in the US to become president and therefore Arnie will never be able to run.
