i have an electric yellow in my 10 gallon fish tank, i also have some tetra aquarium water clarifier that i want to use to clean his tank but can i do it while he is in there or should i wait till i fully clean out his tank

please don't use water clarifier, it does more harm then good
it sounds like your tank is pretty new, or it's cloudy because you don't do proper waterchanges
that means you need to do weekly partial waterchanges of at least 30% with a gravel siphon to keep your water clean and clear
If you just got your tank, this is bacterial bloom, and will disappear eventually
no chemicals in a tank besides water conditioner
