Or is he only obligated to clean the walls, not repaint them?
I'm asking for the location of Montreal, Quebec, Canada.

I am not sure on Canada, however in MI and most states, the landlord only has to clean them, as long as they arent damaged. Call your city inspector or what ever you have in Canada that checks out housing complaints.

thats a myth that people think. but no its not required except under certain circumstances such as mold damage or pet urine. instances that can be considerd agaisnt the health codes.
they are not even legally required to clean.
but if you think the place was rented without being properly cleaned up - make sure you document it by photo when you moved in - if its dirty or scraped up- take a picture of the bad spots and have the dates printed at develpopement,
thats just incase the landlord tries to charge you for painting when you move out. you are suppose to leave the place as it was left for you when you moved in.

There are few obligations .
Often , what you see is what you get .
Including dirt & bugs if you see them .

Look BEFORE you sign the papers because that is when you can get the landlord to do things .
Once you are in , forget it !

New paint is not an obligation.

in a complex here in the states, yes. new paint and cleaning of the rugs
