I'm willing to bet it's not a ballast. In fact, I'm willing to bet that this is a smaller fixture with the old transformer and starter circuit instead of an actual ballast. A ballast is made up of solid analog components, if the bulb lights completely for any amount of time the ballast isn't bad. Most likely there's a small silver Cylinder (will kind of look like a silver tater tot) called a starter that needs to be replaced. They cost all of 28 cents at the hardware store. They twist out, a quarter turn to the left. These starters are easily damaged by bad light bulbs (especially if the old light bulb blinked on and off a lot before you replaced it) it's a good idea to replace it every time you replace the bulb. Of course this is all assuming it's not a bad bulb, and that by flickering you mean it's actually blinking completely on and off rapidly. If it's more of a "shaking" look, or it looks like the gas is moving inside the bulb, it's most likely a bad bulb as well.

there is probably no longer something incorrect with the hot bulb. Your mild fixture itself is the undertaking. Fluorescent lamps have the two a "starter" or a "ballast". it rather is a small black container with wires popping out , or a small aluminum cylinder which may be grew to become and bumped off then replaced interior the fixture that "leap starts" the fluorescent bulb. This "leap initiate" happens once you first turn the lamp on...and if it somewhat is defective the mild will flicker because of the fact the starter or ballast has long previous undesirable.........they might truthfully get replaced..

The "ballast" is defective. Not sure I spelled that right....

Also, if there's 2 bulbs, change BOTH at the same time.

It could be the ballast or the starter. If the light is cheap enough sometimes it is better to just but a new one.

the balance is going out and needs to be replaced, it's not the bulbs, so if you can change the balance do it but if it's one of those cheaper type units just go ahead and replace the whole thing. so put that hand man of yours to work this weekend!
