I'm not sure exactly what you are asking. I'm going to assume you are make a model completely from paper.
Use a heavy paper, (like a grocery sack weight) lots of tape and glue, and plain cardboard (it is paper). You may need to start over a form when your first start. If you are not allowed tape, use strips of the sack paper and glue as your tape. Depending on size, if you use corrugated cardboard, reverse the direction of the corrugation on each layer and it will add strength. Varnish heavily when finished.
Our town has a festival every year and we have to make boats from paper, cardboard and such and they have to float with people in them. That's a rush!!
