Is it normal for my iMac G5 to constantly have the fan blowing loudly? It's one-and-a-half years old and I'm not sure if this loud fan blowing is something new or if I just never really noticed it before.

Make sure all the vents are clear and clean.

You may have to clean the inside of the computer.

Fan, Heat Sinks, Motherboard, etc.

You have to be careful not to damage any of the components with static.

Make sure the power is off and the plug is pulled.

Disconnect all peripherals.

Ground yourself to the metal frame (chassis) of the computer.

Do not use a vacuum

It is best to take it outside and use canned air to blow all the loose dust out.

If the fan is still loud, the bearings may be going.

Replace it before it dies.

Good Luck

Yes. Every Mac comes up with a loud fan, even my PowerBook G4, It says in every manual that it is normal to spin fast to maintain the temperature of the CPU. Some other Mac's like an Intel processor, doesn't comes up with it, so most of Intel processors are over-heated.

Not really, unless you're maxing out the CPU.
