I'm giving my mom a party for her and her friends but what should we do there? What games to play, food, and decorations?

Get a few Halloween music/scary sounds Cd's.
Make pigs in a blanket, but, use those little Hormel sausages or similar. Call them "cut fingers in bandages".
If you had an Ouija Board could do something with candles and may have someone dressed in black with a flashlight on their face to be someone back from the dead. Maybe the Boston Strangler or a person like that.
Any Halloween decorations be good. Some different Jack-o-Lanterns around and have one that hold water in a jar and drop some dry ice in the water for smoke. Be careful not to touch dry ice with bare hands, it will burn you.
I really can not think of much, sorry.

Decorations are easy - hit Party City or go to Oriental Trading company. Dollar Tree stores have lots of things to decorate with, as well. Get a Halloween pinata & watch the adults make fools of themselves trying to hit it! Set out bowls of halloween candy on a table with goody bags so they can make their own. Lol Do face painting. Have a pumpkin carving contest. I guess the same stuff you would have for kids will work for the over 40 set! (I'm 45, so I should know)
