Let it dry, and peel it off. I used to put it on my finger when I was bored in Elementary school. Cheap entertainment.

If it's nasty cement like crazy glue, toss some vodka on it, ethanol is a pretty good solvent, otherwise hit up the local hardware and grab some acetone. Apply the acetone to a rag, not directly to your skin as it's not the best stuff for you between the noxious extremely flammable fumes and the carcinogenic properties of it if left on your skin for too long. Make sure to wash your hands even after the acetone evaporates as it will vaporize very quickly.

Rubber Cement ?? Just rub it against another finger or dry surface and it balls right up !!

I remember making rubber balls in JR. High Art class.
