In case of continued confusion I believe we are speaking of the US. I don't think that the US can be changed for the better without another revolutionary war,
I know, I know - greatest country in the world and all that!
Well, for the rest of the world (though, quite often not said) the US is not a good country and is considered a rogue nation. I've seen headlines of relatively conservative news papers in allied countries referring to the US as a rogue nation. I can't disagree.
A good idea for all Americans falling for the government idea that the US is the greatest country in the world is to look on Yahoo or Google. etc and see how your country rates world wide on a number of issues. Use your imagination. I'm not going to point you in any direction except to maybe first look at Time magazine.

As the Chinese guy said when asked if the French Revolution made any difference: "It's too early to tell."
That's the same answer to your question. It's too early to tell, everyone wants to keep trying the voting thing and so far that's just been a form of good guy/bad guy management. About 1/3 of the people are happy with the outcome of and election and 1/3 are disappointed. (1/3 are apolitical). Then it swings back the other way. Keep taking turns being happy or disappointed.
That could go on forever, and probably will.

Yes and No. This situation is more of a multiple root problem and simply cutting out one root won't have any lasting effect.

Not anymore. Since we've moved into the electronic voting age there will be no possibility to change things through elections. Voter fraud has been simplified. All of our future elections will be decided by a small group of wealthy men.

What country are you speaking of? Most western countries are already doing it by way of electing better officials into office. But, I asked what country because you have your avatar in Roman satire. No puns intended!
Additionally, what will people be revolting against seeing that a revolt is an extreme measure to overthrow the current system. Meaning it would set any country back by a number of years. Also, people who know what the set back implications would/could be, will leave little chance of huge support for its endeavor.

"A revolution is coming -- a revolution which will be peaceful if we are wise enough; compassionate if we care enough; successful if we are fortunate enough -- but a revolution which is coming whether we will it or not. We can affect its character; we cannot alter its inevitability," so stated JFK our Thirty-fifth President in 1962.

Becomes less probable every day.
Voting? I refer you to Florida and the 2000 presidential election. Remember electronic voting machines are right around the corner. No more of those messy recounts...just punch in the result you want, if you're in control.
