Wife gets all frisky and says things like we should put the kids down early tonight and then tells my kids its okay to stay up late. WTF, is going on with this?

BTW, I'm not talking once or twice, but ALL the Fing time.
I used to try and put the kids down anyway, but I just became the bad guy, which I have no problem with, however then she would still flake.

Hummmmmmm odd , usually when people want to put the kids down early they have 1 of 2 things on their mind, that they are exhausted and want to go to bed, or that they want to have sex.. and well u say she gets frisky, so im thinking she'd want sex.. but then to turn around and tell them to stay up, its almost as if she's either sabatoging ur sex life on purpose so that she doesnt take the blame of not really wanting it.. or she's frisky in that moment but by the time bedtime comes around the mood is over and she's tired..

Or it could be a game.. a power trip of sorts.. not really sure on that one.. but definately somethings up..

Maybe she's got a personality disorder, one thats a nympho then the other thats not lol..

Maybe you're not giving her a definite response so she takes it as a NO...
How about asking her instead of us, you'd probably get a more accurate response.

**EDIT** You need to find a time when it's just the two of you, no kids around, to just talk about your life in the bedroom - what you'd each like to see it become, etc. If you want nookie 7 nights a week and she wants it 2, compromise on 4 and everyone's at least happier than they were before. Put together a game plan on how to accomplish this & even make a schedule for bedtimes if that helps. Always be on the same page, don't let each other cave. If your wife is starting to give into their whining about staying up later, just tell them if you hear any more whining they're going to bed NOW. That'll put a stop to it for sure!
Communication is key, and it doesn't sound like either of you communicate well with each other. If you can't find a way to express your needs, consider couples counseling. It's not a sign of weakness or failure, although your male ego might take it that way. It's just a sign that you want things to work and you're willing to do whatever it takes.

You don't know how to tell the kids, it's time to go to bed. You need to take the lead here. Did you wait for her to get in the mood, before you had kids, no you went after it, and maybe thats what she wants. She wants the old times back, only you can give her that. Hey, when was the last time you took her out on a date? Just because you are married, doesn't mean the romance has to go by the wayside. Go get em KILLER.

She is just being indecisive like any other woman.
For women, changing their minds is a right.

I know it sucks, you get all worked up cause you'll gonna be able to spend some time with the wife and she changes her mind.

Dont get worked up too much over this.

EDIT: Additional suggestion. Respond affirmatively and immediately when she says "we should put the kids down early tonight." Lock her in...tell her "Deal. I'm holding you to that." If she flakes later, she does so knowingly.

She's messing with your head. Set a bedtime for the kids, and as soon as they're asleep, it's YOUR bedtime.

if hers go to bed early then all the kids go to bed early.. depending how old your kids are.

Yeah, you should definitely tell her wtf! Getting you all excited and then not fulfilling that tease is very frustrating and can cause distress in your relationship!
