Song lyrics are open to personal interpretation, and they mean whatever you want them to mean and whatever you take from them.

That being said, I take from it that it's about two ex lovers. "Disappointed and Passed Over" I took to mean that he's hurt and been completely looked over in favour of a new lover.

Some guy is trying to get some girl, who according to him has been hurt, to notice and validate his existence. But he's feeling rejected and dejected because she will not reciprocate his common salutations and civil amenities such, "hello," or "hey so-and-so, how ya doing."
