Directly from what you wrote:
a = (3.0 m) + (3.8 m), thus a = 6.8m
b = (4.0 m) - (2.8 m), thus b = 1.2m
Hence all of your questions become meaningless.
Do you mean: a = (3.0 m)i + (3.8 m)j
and b = (4.0 m)i - (2.8 m)j
where i and j are the unit vectors along the x and y axis, respectively? If so, then
a + b = (7.0m)i + (1.0m)j
the x component is 7.0m, the y component is 1.0m, magnitude = sqrt(7^2 + 1) = 5*sqrt(2), and direction is (7,1).
Please solve (b) by yourself to learn some thing.
