-Inertia balanced by opposing inertia forces

If a top is spinning around a vertical axis and then tilts, the angular momentum of the top has changed because it depends on the axis of rotation and has a direction not just a rotational velocity. It takes an applied force to change the angular momentum, and if the top is initially spinning fast , gravity's action on it does not provide enough force to change the axis of rotation until the spin slows down.
