When parents don't do their job of raising their children, then the law enforcement agencies around will have to step in to take over. Someone has to teach the kids, because they sure aren't getting taught at home. Violence, and gangs go together, and their again where are the parents to teach the kids what is right and wrong. If the kids want to go aganist the parents, then the system will have to step in and take over.
