The standard photo editor/designer is Adobe Photoshop. It is a full featured application for Macs and Windows.

Free: This product is somewhat expensive, and you can get it free, but it would be illegal. Limewire might have it and I know private torrent sites like Demonoid.com may have it. This is not a reccomended option, as some files from the internet can host viruses and other bothers, and mostly because it's illegal.

to be honest, if its free then its prob not that good of a pic editor. Photoshop is the best and no its not free. Sorry!
