Differs by industry. My guess for universally applicable answer:

a strong business plan (without a good map, you tend to lose your way)

Let's say this business is owned by one person. This person could also be the Manager. There would need to be a back-up Assistant Manager for when the Manager is unavailable. The Manager would be the main decision maker with input from the ASM. Then you would need an accountcant for payroll, taxes, receivables and payables. Then you would need employees, the number depending on how large the business is and the number of hours the business is open. You would need someone to do publicity to bring in customers. And you would need someone for maintenance. This is the bare necessities. You could also add others as needed, depending on the type of business.

Proper funding and cash flow. I don't care what business you're in - if you can't meet payroll, you're done!
