It depends on a few factors:

1) How well do you know them? If you have never met them, it is inadvisable and it can scare them. It can be considered disrespectful.

2) Are you flirting with them? If you have already met them and you are now flirting with them, short playful tickles are fine as long as you respect them and their wishes and don't go overboard. If, on the other hand, you learn that they really do not like to be tickled, it is wrong to continue tickling them.

3) Is it consensual tickling? As long as it is okay with the girl, it is fine. If it is not okay with her, it is wrong.

In my view, tickling should always be consensual. Both the tickler AND the ticklee should get pleasure from the tickling - not just the tickler.

If its random girl yes it is wrong...Could get you kicked, charges against you for sexual harassment or worse...Get you kicked out of school, brand you as a pervert...Get you beat up by some girls boyfriend, shot at by her father...I could go on...Its not a good idea dude...
