I read all of the answers you have recieved and I was sitting here thinking about something.
For instance, for Halloween if I wanted to decorate my home and I put a white ghost in a tree with a noose, is that racism????

No. Simply hanging a rope from a tree is NOT a crime unless you tresspassed. You might get sued for harrassment, but there is no CRIME for hanging a rope, even a noose, from a tree.
Now, is it right to hang a rope from a tree to suggest some sort of punishment if some people from a certian group do or don't do what another group says? No, of course not. Not only does it violate the rules of civility which should govern the behavior of us Americans (which SO MANY people are ignorant of or do not obey), but it is a form of terrorization and it is certianly harassment. (Remember folks, terrorism is the "unlawful use of violence or threat of violence to inculcate fear; intendted to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological." (Terrorism Awareness for Marines MCI MCI 0210B).

It depends on how that rope is tied. If you hung a noose on my tree for instance. I would feel that you are threatening my life and call the police. It's like saying, "I want to hang and kill you". In my opinion that is a direct threat against my life. I can't believe you people. So if I walk around with a gun, is that threatening? You dang right it is. Nooses were used to kill people not skip rope!!!! It should be considered brandishing a weapon. A picture of a noose is one thing an actual noose is a whole different animal. If it is just a rope, then no. If it is a noose and it is hung just to hang on a tree? No.
If it is a noose or a burning cross and put in someone's yard or a church, or directed to a specific person then it can be a crime depending where you are.

Depending on what you are hanging the rope for. If you are hanging a rope in the tree to climb it for some reason that's one thing. But to make a noose out of it.. a noose is a weapon. You'd better hope your tree is guarded.

You know what's funny, all the protesters wore black yesterday to unite. If it was the opposite, and whites were protesting and wore all white, they would call it a KKK meeting, haha! Hanging a rope from a tree is not a crime and neither is hanging a noose. It is not in good taste, but is covered under free speech.

depends on ur intent. if it is maliciously used as a reference to times of slavery or civil rights movement, yes. hate crime.
school should be held accountable for no intervention. i believe a class action suit against the school board for negligence is next. all the 6 kids have to do is prove they were not counseled and experienced extreme emotional turmoil for the incident involving the hanging of the nooses from the tree. when references to times of slavery or civil rights movement are maliciously used, it heightens tensions; racists understand that and use this as a powerful tool of agitation. there's a history of racial incidents, yet no 1 counseled either side. seems like we're still living in 1955-1965. i wud have whooped his azz 2.
it's kind of funny how Jena doesnt want to be painted as a racist town, but how can it not after what has taken place?

No, it isn't a crime and it shouldn't be. We are going off the deep end in with this pc and being so damn sensitive about every little thing that is said to us.
I've never met any one who has never been cussed at, called a name or insulted.
Unless someone physically hit you or damages your property smile and walk away.
