Start anywhere on the edge of the mouth, that is, the lips. Use your lips and tongue to feel gently the mouth you are kissing.
Sometimes you can use your fingers gently on the face or neck or other parts of the body of the person or animal you are kissing, to stabilize your kiss, that is to hold the person or animal or whatever it is that has a mouth that you are kissing.
(I didn't want to assume what or who it is you are kissing. Maybe a statue?)

From a person with a really small mouth, I would say play with the top and the bottom lip with my mouth and easy on the tongue action.
