i'm almost positive that the answer is:

C

they weren't the leading men of Boston, eliminating A. I remember reading that they did have jobs, eliminating B. And they were never "underground." They wanted people to KNOW that they were protesting, that they were against this taxation. So it's not D. That only leaves C!

C. This was the group that included coppersmiths and silversmiths (including Paul Revere) and merchants. They could organize the activities secretly without raising a red flag with the Brits. The way they did it was by just having people normally shopping in their little stores and passing messages back and forth that way.
