Yes, buy Pampers! I've always found that Huggies run a bit smaller than Pampers. It's a good thing to remember incase your baby is ever between sizes!

I don't know about the size 2, but my son is currently in size 1. I have found that Huggies does run a little smaller in the leg openings than Pampers does. Granted he also has chunky thighs, but still.... :-)

Go by your child's weight. Check the weight (printed on the box) for the size diaper you need. If your child is at the end of the weight for size 2, try the size 3. Pampers make Cruisers which have more elasticity.

Regardless of anything, you are going to go up in size anyways, if you buy a 42 pack of size 2 diapers and you use four before your baby grows out of them the other38 are going to waste. just buy the size 3 and that way you know it will last longer.

I have had to buy all my diapers ahead of what the recommendation is on the package. If it is tight, move up to the next size as I don't think there is a whole lot of difference between brands.
