Can a mother legally make her 13 year old daughter drop out of school? The daughter might be getting a job as an illustrator, so the mother wants the daughter to drop out and just work. The daughter wants to continue her education (she is in the 8th grade, and only likes drawing as a hobby).

Is this legal?

The mother can withdraw the child from school and home school her. However, assuming the mother actually forced the child to work, any funds paid to the child are the child's, not the mother's, and must legally be held for the child in a trust/guardianship/other means of safeguarding same.

There are exceptions to the child-labor laws. (Otherwise there would be no child actors.) However, there are strict safeguards that are supposed to be followed. The child must still receive an education. Any money the child earns if the child's ONLY, there are limits upon the hours a child can work, etc. Unless the child is a prodigy, no illustration company would want to hire the child. The legal hoops are too big to jump through.

Depends on the state, but I suspect no state lets a child end schooling that young. In California it is now 18. This would be a form of child abuse and someone needs to contact the school for the child or Child Protective Services. The report would be confidential and CPS would investigate and compel the mother to allow the child an education. The school would likely contact the mother and if that did not work CPS....The one rub in this is that the mother could say she intends to Home School the child. Then it is a tougher matter.

I think in most places a child legally has to be in school until the age of 16

Well - this is a facetious topic because a 13 year old would not be offered an illustrator position because we have a little thing called child labor laws.
