do they get mailed to the Government? Do they just show up on someones door stop? I see them on the news but where do they come from n how does the US obtain them?

Usually the Terrorist will release tapes through various web sites and Al Jazeres TV in the middle east and the CIA and all the other intelligence agencies monitors their broadcasts and web pages. But they arent mailed.
