No -- Iran has been in existence for several thousand years. And was called Iran long before Bush took office.

Bush did help cause Iran to be in its current state -- the current Iranian president was elected largely in response to the US invasions of Afghanistan and Iraq, because the Iranian people felt scared of the US and wanted a hard-liner to protect them from US.
