Some phones such as Samsungs have a tracker built in so your network provider can track the stolen handset even if the mobile is turned off.

You can't track your phone by the IMEI number. Your operator can add the IMEI to a blacklist on the Equipment Identity Register (EIR). When you switch your phone on the IMEI and IMSI (International Mobile Subscriber Identity) are sent to the network to authenticate you. The IMEI is compared to a blacklist and refused access if it has been reported stolen.

*You* don't. The network operators do, but they can only do it if it is switched on, and on a network.
