I'll chime in with a similar answer to several other posters.
Yes, but know when is and is not an appropriate time to have your cell phone available.
During class time, your phone should be OFF. (this could mean in your bag and set to silent/vibrate, but in a state where it will not interrupt the class).
The first time your phone starts ringing in the middle of class, your teacher is going to make a mental black mark in his or her head. This is as certain as the sun rising and the seasons changing. Teachers are by nature a little bit on the control freak side, and if you interrupt the teacher's class, they will be unhappy. Plan on it.
This is also good training for the real world. People who make or take personal calls at their desk are reviled at the office, and are subject to gossip and slander just like at school. Start good habits early and don't do it.
Lunch time? Break time? To school? From school? Go nuts. It's your time, yack away.

I think they should be allowed in schools because they can be useful for emergencies and for students who go somewhere other than right home after school. If students are text messaging and walking out of class to take a phone call and stuff like that it could be a problem though. I think they should be allowed to have them but they should not be allowed to use them during school hours unless there is an emergency. Maybe make the rule that they have to either be on silent or turned off during class time.

They should be BANNED.
If there is an emergency and the parents need to get ahold of their child, then they call the school and a staff member removes the child from class. And vice versa -- if a child needs to call their parent, they go to the office and use the phone there.
There is NO REASON for a 10 year old to have a cell phone. The only school kids that should have phones are the ones who are driving. Even then, the phones should be left in the locker or in the car.

In almost all cases a say a big no.
You do not need cell phones ringing while class is in session, students talking or text messaging, calling in false alarms.taking pictures,or listening to music.
I would allow a very few to be brought to school for health and protection reasons. That would need the permission of a school official and in most of these cases cell phones would be left in an office upon arrival and picked up at dismissal.
Let's be honest. Almost all cell phones used by students is for a non emergency reason.

Well my schools policy is you can have them if they are turned off. I have to use one every morning to call my mom then i get on the bus and turn it off. When you are at school and maybe somehting happens you should call they can only make a school so safe. But do i think that kids should be texting or looking at there phones during class NO. School is not about cell phones we are only there to learn.. and maybe expand our social life but not during class lol.

I think that when there is an emergency at school, say like Columbine, that the parents of kids with cell phones on them are pretty lucky to be able to communicate! It's not the phone it's the managment of the phone. Keep them truned off but have them on your kid.

I beleive so,if theres dire emergancies the school has no time to call all parents of injured children if their child gets hurt,with a cell phone you can evacuate and be be 100% sure ur parents know whats going on

Yes, there's absolutely no reason why you can't use them in the halls on break. Now if your talking about in class, then no, I don't think they should be allowed cause its annoying. Some schools have ban them totally.. like that's gonna work lol

I teach first grade and I don't think so.....kids have brought phones and they have rung. I have answered them after 20 minutes of non-stop ringing and the parent was like....WHO IS THIS. I exlplained and they laughed, they thought their phone was stolen and did not know the kid brought it to school

i think they should be bc a lot of students need to communicate with their parents, etc. in case of emergencies or for other things. however, i dont think that they should be on during class bc they can be very disruptive to other students...i think that they should just be allowed to be turned on before and after school or during lunch
