Most go out of business very quickly so to avoid that start with a lot of money. Get as much restaurant and business management experience as you can as well as marketing experience. Then do your market research into what you can sell food for and the cost of running the restaurant. That should help you pick a size and location. Once you have the lease and start the installing fixtures and furniture assemble your staff. Find the chef first since they will need to help design the kitchen if you want them to love it. Then find the accounting staff and get the software for that and the computer systems for the restaurant and office. You can wait to near opening day to find wait staff, bartenders, dishwashers and other staff. Once you have placed your advertising you can order the alcohol and food or other perishable items.
Of course you could just open a sandwich shop and wear all the hats yourself. Every good cook seems to think they can run a restaurant so you will be competing with many dreamer who will drop their life savings and go out of business.
