Not jeans and a t-shirt, but not a formal dress either. What you can still be comfy in. Capris and a nice top, pants, a skirt even.... IF your female. Male, no need for a suit. Comfy pants and a nice shirt-no tie.

I think Dressy Casual is the same as Buinsess Casual.
Khaki pants, neatly pressed, and a pressed long-sleeved, buttoned solid shirt are safe for both men and women. Polo/golf shirts, unwrinkled, are an appropriate choice if you know the environment will be quite casual, outdoors or in a very hot location. This may not seem like terribly exciting clothing, but you are not trying to stand out for your cutting edge look.
For a reunion I would stick with a button up, tucked in, and then nice pants. If you are a guy, then you most definately should wear a tie.

I would say, after making a little research, that dressy casual is casual, like what you would wear everyday, but dressed up with cute accesories. It could be for example a pare of jeans with a cute top, and then high heels. I am not a 100 % sure, but i hope you can use this..

It means look nice but still comfy. You can wear jeans, but pair is with nice shirt and coat. Or you could wear slacks with a nice shirt/sweater and no tie. Make sure you wear nice shoes, no sandals or tennis shoes. No suit or tie, but make sure you look nice. Don't forget to shave and get a haircut.

couple options I can think of.
1) blazer, button down shirt, no tie, jeans or khakis
2) sweater, button down shirt, khakis
i would probably suggest the first option.
