You don't "talk" to anyone. There are about 1000 answers to this question in Resolved Questions. I star many. You can read them on my profile. The proper way of approaching a publisher is by following their submission guidelines to the letter. Usually, that means a written query letter and a synopisis. If they are interested, they will contact you and request a manuscript and a book proposal document. A query letter, a synopsis and a book proposal are all very specific documents you need to learn how to write properly. There are books on the subject.

As for the publisher being in New Jersey, I am unaware of any. In this age of internet, long distance, fax and Fed Ex, your publisher could be anywhere in the world. And as you will likely have to contact several before you find someone interested, the publisher could be anywhere. The average author receives many rejections before they get a bite. Even the major authors of today have been through many rejections before they sold a book.

I suggest you search through the starred questions on my profile and start learning to advocate for yourself. The more you know about publishing, the better your chances will be. Submitting something incorrectly or calling a publisher or showing up at one manuscript in hand are all considered unprofessional - the sure sign of an amateur - and you will be rejected. Publishers are very firm about authors following their rules.

Hope that helps. Pax - C
