You can't. Half the law schools in the country don't prepare you for that. Even lawyers that specialize in Federal cases don't all know how to do it properly.

It's not that simple -- lawsuits against the government are usually fairly complex, because of the large number of procedural requirements and statutory hurdles the person must pass.

It's not as simple as filling out a form -- unlike complaints against a private person. Just getting permission to sue the govt is itself a complex task -- and then there are the complaints and pleadings themselves, which usually require a complex understanding of the relevant federal laws.

This is one of the areas that really needs a specialist.
