Plastic! I like the fact that it's water proof! If you get a paper bag wet, all the contents inside will fall through and get damaged!

Paper! I hate those annoying plastic bags. Everything falls all over and they are not as biodigradalbe (earth-friendly) as paper. I also re-use the paper bags.

only if you have to, otherwise:
(assuming you mean grocery shopping here)
PLAN AHEAD and REUSE a cloth bag.
You can also bring in Plastic Bags and Reuse them each time - I do this.
When I unpack the groceries at home, I save the bags and then put them in my car trunk. The next time I am at the store I reuse them - I have not had to use a New plastic (or paper) bag in over a year!
Also -Whole Foods -will give you a 10 cent discount for each bag you bring in to reuse.
