uh, haliburton moved it's office offshore (to the notorious UAE) last year.
haliburton IS a foreign company.

I would say the company that returns the most profit and has the most productive workers
neither company or its employees are going to pay taxes on out of country projects so it really doesnt matter if its American or not...
