No, unfortunately delete is something of a misnomer. No files are ever deleted, regardless of type, when we request the computer to delete them. All that happens is that the free disk map on the drive is told the space is available to be reused and the directory entry (which tell the operating system where to find the file) is marked as deleted - saying that it just doesn't point to anything.
(This is how recovery programs find the files that were deleted - look for the directory items marked deleted, and reassemble them, marking the directory entry as in use.)
There are utilities (like Norton's wipefile) that actually do erase a file that has been deleted, but that is a separate process.
There is a good chance that when you defrag the disk that the file will become unrecoverable, but it is not guaranteed.
In summary, if you don't want it on your computer, don't download it.

Deleteing a file from a computer doesn't actually mean that it is gone forever. The system is simply told that the file no longer exists and that the space it occupied can be written over. Until the space is written over, the file could be recovered.

No. Some agencies [mostly federal] can still recover deleted files. You need some special programs to completely delete. If you have a Mac you can easily delete your data permanently. Do a Google search.
