The best way to bring this corrupt official in books is to make a formal written complaint against him under to the local Police. Section 17 of the Prevention of Corruption Act1988 clearly provides Persons authorized to investigate.
Notwithstanding anything contained in the Code of Criminal Procedure, 1973, no police officer below the rank, -
(a) In the case of the Delhi Special Police Establishment, of an Inspector of Police;
(b) In the metropolitan areas of Bombay, Calcutta, Madras and Ahmedabad and in any other metropolitan area notified as such under sub-section (1) of Section 9 of the Code of Criminal Procedure, 1973, of an Assistant Commissioner of Police;
(c) Else where, of a Deputy Superintendent of Police or a police officer of equivalent rank, shall investigate any offence punishable under this Act without the order of a Metropolitan Magistrate or a Magistrate of the first class, as the case may be, or make any arrest therefore without a warrant;
Provided that if a police officer not below the rank of an Inspector of Police is authorized by the State Government in this behalf by general or special order, he may also investigate any such offence without the order of a Metropolitan Magistrate or a Magistrate of the first class, as the case may be or make arrest therefore without a warrant:
Provided further that an offence referred to in Clause (e) of sub-section (1) of Section 13 shall not he investigated without the order of a police officer not below the rank of a Superintendent of Police.
This being a case where this man can be arrested taking bribe red-handed with the help of the Police authorities & for that you may be asked to hand over remarked currency notes to him which will be recovered from him by the police officers to establish a criminal offence of taking bribe from you, although you need not worry being implicated in any offence of abetment of giving bribe as section 24 of the said Act provides Statement by bribe-giver not to subject him to prosecution.
Notwithstanding anything contained in any law for the time being in force, a statement made by person in any proceeding against a public servant for an offence under Sections 7 to 11 or under Sections 13 or Section 15, that he offender agreed to offer any gratification (other than legal remuneration) or any valuable thing to the public servant, shall not subject such person to a prosecution under Section 12.
This gives you full protection under the Act for being a part of the prosecution party to get this man behind the bars for demanding as well taking bribe from you. As far Central Vigilance Commision is concerned it deals with certain categories of public servants of central government,corporations established by or under the Act of any Central Act, government companies,societies & local authorities owned & controlled by the central government against whom charges of corruption are levied under the above mentioned Act. At the state level its the State Vigilance Commision dealing such cases.

He/she isn't a "corruption officer", but a corrupt officer. If he/she is in service with the Government of India, then email to the Central Vigillance Commission (CVC). If the corrupt officer belongs to a state government, then your complaint should be directed to the concerned State Vigillance Officer. For information relating to both click on http://cvc.nic.in/ and lodge your complaint online straight away with the CVC if the corrupt officer is a Central government servant.

Have you heard of any currupt official booked before? Study the cases and follow the procedures. You may waste your lifetime behind a single officer. You should also remember that Tehelka went bakrupt in that effort.

There was news item some years back in whic one nosy parker wanted to study the correlation between the persons who were hanged and their money worth and who escaped gallows for the murder offence . He wanted the access to court records . u can gues what could hav ehappened to such a project.
