Why should people GIVE you a spot to hang out? Do volunteer work if you're bored.

What kind of place are you looking for?And what age group are we talking about???
Don't the local churches have youth groups? No Boys and Girls Clubs??? Don't the schools have activities , clubs and sport games to go to??
Personally "hang out spots" with nothing constructive for kids to do usually ends up with trouble. Not always but enough that the town doesn't want to pay for places like that.

No. Government shouldn't have to act as babysitters. Parents should take responsibility for their children and provide them with access to the activities that are currently available.
If the kids have that much free time on their hands, they should be volunteering somewhere or getting paying jobs. Both of these are excellent ways to use free time.
Why is this under Hobbies and Crafts, anyway? There are several other categories where you might get better answers.
