8 to 5 means 8 / 5 with winner having 8 votes to every 5 votes for the loser.

The winner had 992 votes.

8 / 5 = 992 / x

cross multiply
8x = 5(992)
8x = 4960
x = 620

So the loser had 620 votes.

x = (992 x 5)/8

x = 620

620 votes for the loser

13 is to 992
8/13 of 992 = 610
5/13 of 992 = 382

Hopefully, this is corect.
